It even goes to the point that she calls ninjutsu “petty”; even though she is part of a ninja clan and world. But it doesn’t mean she is weak or has an unfair disadvantage, either. Raimei can easily defeat weaker ninja opponents from other villages, and can match her abilities against a few higher class ninjas, as well.
